The present invention relates to an antibacterial and pest-control composition comprising a fermented extract extracted from a ferment obtained by fermenting, by using lactobacillus, a mixture in which Sophora Flavescens Ait., Meliae Fructus, Meliae Cortex and Syzygii Flos are mixed in a ratio of 1:1:1:2. The present invention is characterized by including, as an active ingredient, a fermented extract obtained by extracting a ferment obtained by: inoculating a mixture including Sophora Flavescens Ait., Meliae Fructus, Meliae Cortex and Syzygii Flos with one or more fermenting microorganisms selected from the groups consisting of lactobacillus； and fermenting the resultant for 3 to 7 days at a temperature range from 20 to 37°；C in a pH maintained in 4.0 to 5.0. The present invention exhibits an excellent antibacterial activity on bacteria, fungi, and yeasts, and has a pest-control function.본 발명은 고삼, 천련자, 고련피, 정향을 1:1:1:2 비율로 혼합한 혼합물을 유산균을 이용하여 발효시켜 수득되는 발효물을 추출한 발효추출물을 포함하는 항균 및 방충 조성물에 관한 것으로서, 고삼, 천련자, 고련피, 정향을 포함하는 혼합물에 유산균으로 이루어진 군에서 선택되는 1종 이상의 발효 미생물을 접종시키고 3 내지 7일간, 20 내지 37℃의 온도범위 이내에서 pH 4.0 내지 5.0로 유지하며 발효시켜 수득되는 발효물을 추출하여 수득되는 발효추출물을 유효성분으로 포함하는 것을 특징으로 하며, 세균, 곰팡이, 효모에 대해 매우 우수한 항균 활성을 나타내고 방충기능을 갖는다.
