PROBLEM TO BE SOLVED: To reduce power consumption of a radio base station.SOLUTION: A management device 10 comprises: a reception unit 11 for acquiring an actual value of a traffic amount, as a first parameter of a radio base station 30; and an update control unit 16 for making the radio base station 30 update a frequency bandwidth, which is a "second parameter" contributing to a traffic amount of the radio base station 30, with a modified value at "timing satisfying a predetermined condition." The "timing satisfying a predetermined condition" is timing at which one of a state change from a first state having an acquired actual value equal to or larger than a "first threshold" to a second state having an acquired actual value smaller than the first threshold and a state change from the second state to the first state has occurred and it is predicted by a variation model of the first parameter that the other of the state changes is not to occur in a predetermined period.
