PROBLEM TO BE SOLVED: To provide an oil-in-water type emulsion type hair-dressing agent which is smooth, has good spreadability, is not sticky, is excellent in arranging power and in hair-dressing power, and does not give creaky touch.SOLUTION: Provided is the oil-in-water type emulsion type hair-dressing agent comprising (a) a cation surfactant (for example, ammonium stearyltrimethyl chloride) preferably in an amount of 0.1 to 10 mass%, (b) a higher aliphatic alcohol preferably in an amount of 0.1 to 20 mass%, (c) 0.5 to 25 mass% of a wax, (d) water, and (e) one or more selected from (e-1) 0.1 to 8 mass% of a hair-dressing resin, and (e-2) 0.1 to 3 mass% of a powder component.
