PROBLEM TO BE SOLVED: To provide a technique with which a fluid can be circulated while ensuring a flow rate.SOLUTION: A fluid circulation device includes: a pump chamber which performs a pumping action an inflow channel a fluid resistance element which suppresses or blocks a fluid flowing from the pump chamber to the inflow channel a discharge port a circulation channel that is a tubular channel in which the fluid is circulated from the discharge port to the inflow channel and a fluid storage section which is provided on the circulation channel, stores the fluid while the pumping action is stopped, and supplies the stored fluid as a part of the circulating fluid while the pumping action is performed.
