PROBLEM TO BE SOLVED: To provide a fence and a fence construction method capable of satisfying safety of greening, simplification, space saving and a low cost of the greening and the effective utilization, mitigation of execution difficulty or the like except for the greening. SOLUTION: A mounting block 41 is arranged on a piling layer block 32 constituting the uppermost stage block array, the recess connection part 42 of the mounting block 41 and the recess part 34 of the uppermost stage piling layer block 32 are opposed to each other, concrete 54 hardened by filling the inside of the recess part 34 of each uppermost stage piling layer block 32 is interposed in the inside of the recess shaped connection part 42 of the mounting block 41 together with concrete reinforcing material (horizontal bar 52), and the mounting block 41 and the uppermost stage piling layer block 32 are mutually integrated. On the upper part of a fence, the mounting block 41 fixed on the uppermost piling layer block 32 forms a space part 42 whose upper face is opened.
