The present invention relates to a water-in-oil type emulsion cosmetic composition including high contents of internal phase and to an efficient method for preparing the emulsion cosmetic composition. Specifically, the water-in-oil type emulsion cosmetic composition is prepared by the following steps: preparing water-in-oil type emulsion by adding and stirring 30-50 wt% of aqueous components based on total aqueous components to oil phase components； and adding the water-in-oil type emulsion to remained aqueous components.본 발명은 고함량의 내상을 포함하는 유중수형 유화 화장료 및 상기 유화 화장료의 효율적인 제조 방법에 관한 것이다. 상세하게는 전체 수상 성분중 30~50중량%의 수상성분을 유상성분에 투입하면서 교반하여 유중수형 에먼젼을 제조하는 단계； 및 상기 유중 수형 에멀전을 잔량의 수상성분에 첨가하는 단계를 포함하는 방법으로 제조된다.
