The present invention relates to a high internal phase water-in-oil type cosmetic composition and, more specifically, to a cosmetic composition using an emulsifier comprising a cross-linked polymer linked by a hydrophilic coupler and a branched polymer linked by a hydrophilic coupler, thereby maximizing a moist feeling due to a high internal aqueous phase content while having a physical property of low viscosity so as to facilitate impregnation into a carrier.
