PROBLEM TO BE SOLVED: To provide a cosmetic or an external preparation for skin containing stearyl glycyrrhetinate and polyoxyethylene hardened castor oil, in which the skin penetrability of the stearyl glycyrrhetinate is promoted.SOLUTION: The invention provides a cosmetic or an external preparation for skin containing stearyl glycyrrhetinate and polyoxyethylene hardened castor oil. Preferably, the average addition mole number of the polyoxyethylene hardened castor oil is 20-50, and furthermore, polyoxyethylene hardened castor oil is contained at a ratio of 0.1-10 mass% to the total mass.
