PROBLEM TO BE SOLVED: To provide a significantly highly convenient hair set agent having a measure against depilation and thin (fine) hairs due to use of the hair set agent with a hair restoration and a hair growth ingredients contained in the hair set agent to be one of the representatives of hair care cosmetics used by everyone regardless of man and woman.SOLUTION: The hair set agent comprises a hair restoration and a hair growth cosmetics the active ingredient thereof is either water or a lower alcohol, or at least one kind or more of ingredients selected from the group consisting of those which can be dissolved in a mixture liquid of water and an alcohol, a resin of 2.5 to 35 pts.mass, and a propellant containing at least dimethyl ether in an internal soluble raw liquid including lower alcohol of at least 1 pts.mass or more as a solvent.
