PROBLEM TO BE SOLVED: To provide a cosmetic composition capable of visually stimulating a potential consumer while imparting good cosmetic effect such as conditioning and cleansing effects, and capable of easily being rinsed off.SOLUTION: The present invention relates to an anhydrous cosmetic composition comprising: (a) at least one of oil phase comprising at least one kind of oil (b) at least one of alcohol phase comprising at least one kind of alcohol and (c) at least one of nonionic surfactant phase comprising at least one kind of nonionic surfactant, where the amount of the (c) nonionic surfactant phase is under 10 mass% relative to the total mass of the composition.
