PROBLEM TO BE SOLVED: To provide a floating and sinking apparatus for insect pest extermination of a plant setting panel, which has simple structure and is inexpensively supplied. SOLUTION: The floating and sinking apparatus for insect pest extermination of a plant has constitution that a culture solution-containing hydroponics tank equipped with the plant setting panel has a fluid storage chamber at a proper place of the plant setting panel, a plurality of weight frame materials each having a supply and discharge opening for supplying and discharging the culture solution and a supply and discharge opening for supplying and discharging air are arranged in the fluid storage chamber and a means for supplying air is arranged in the fluid storage chamber. The total weights of the plurality of the weight frame materials sink the plant setting panel in the culture solution when the culture solution is charged in the fluid storage chamber and float the plant setting panel on the surface of the culture solution when air instead of the culture solution is filled in the fluid storage chamber.
