A stirring device capable of floating on water surface comprises a buoy unit floating on water surface, a power source disposed on the buoy unit, two transmission units separately disposed on the power source, and a stirring member pivoted to the transmission units and partially immersing into water as showing an Oloid-shaped. The power source could link one of the transmission units to rotate and link the stirring member and another transmission unit in order to rotate so that the stirring member continuously performs turnover and runout. With the transmission units having high mechanical freedom degree and incorporation of specified geometry structure of the stirring member, the stirring member could perform turnover and runout at the same time when the member is driven.
