PURPOSE: A pharmaceutical composition for treating allergic rhinitis is provided to obtain an oriental medicinal extract which is effectively applied to a preventive and therapeutic agent for allergic rhinitis. CONSTITUTION: A pharmaceutical composition for treating allergic rhinitis contains extracts containing 2-10g of Amydae Carapax, 4-10g of Lonicerae flos, 4-10g of Cryptotympana pustulata, 4-10g of Stellaria dichotoma L. var. lanceolata Bge., 4-10g of Ledebouriella seseloides WOLFF., 4-10g of Schisandra chinensis, 4-10g of Magnolia denudata, 4-10g of Xanthium strumarium, 4-10g of Angelica dahurica roots, 4-10g of Torilis japonica (Houtt.) DC., 4-10g of Sophora flavescens Solander ex Aiton, 4-10g of Scutellariae radix, 4-10g of Lonicera japonica Thunberg, 4-10g of Schizonepeta tenuifolia var. japonica, 4-10g of Ulmus davidiana var. japonica bark, 4-10g of Luffae fructus retininervus, 4-10g of peppermint, and 4-10g of Tribulus terrestris L. as active ingredients. A method for manufacturing the pharmaceutical composition comprises: a step of dipping an oriental medicinal material mixture and extracting by ultrasonic wave at 60 deg. C for 2 hours to prepare a primary extract； a step of filtering the primary extract and concentrating； and a step of extracting the concentrate with purified water.
