A method of making a composition comprising submicron particles of a metal salt is disclosed. The method comprises providing an alkaline aqueous solution comprising a metal, one or more ligands that form a soluble complex with the metal under alkaline conditions, and optionally one or more dispersants； and the solution and carbon dioxide source. Mixing and reducing the pH of the solution to cause the submicron particles of metal salt to precipitate. Also disclosed is a composition made by the above method.
