SOLUTION: This method for preventing the development of the red tide is provided by spreading a red tide development-preventing agent 8 consisting mainly of magnesium hydroxide over a water area 1 where the plankton 7 is outgrowing to kill the plankton or precipitate by aggregating the plankton 7.
