A powder cosmetic composition may include the following components (percentages-by-weight refer to a total weight of the components (a), (b), and (c)): (a) greater than or equal to 60%-by-weight and less than or equal to 95%-by-weight of an effervescent system including at least one carbonate or bicarbonate salt of alkaline metal or alkaline earth metal capable of reacting with at least one acid component, when exposed to water, to develop gas； (b) greater than or equal to 1%-by-weight and less than or equal to 35%-by-weight of at least one solid surfactant； and/or (c) greater than or equal to 0.05%-by-weight and less than or equal to 5%-by-weight of at least one composite powder including particles of a crosslinked organosiloxane polymer supporting silica particles on a surface of the crosslinked organosiloxane polymer.
