PROBLEM TO BE SOLVED: To provide a metal oxide porous film in which a metal oxide skeleton that can improve diffusion of various size organic molecules that enables a large amount of adsorption to an inside of a thin film of a biologically-relevant molecule forms a mesh network; and a method of manufacturing the same.SOLUTION: A surfactant solution in which an organic solvent solution of a block copolymer having a hydrophilicity unit and a hydrophobicity unit is added with water to form a spheroidal aggregated particle of the block copolymer, is mixed with a metal oxide source to make a film, then is calcined, to shrink a metal oxide skeleton by a firing process, and to manufacture a porous film in which a macro space of 30-300 nm in a diameter that is larger than a spherical particle of the block copolymer and the metal oxide skeleton of reticulation are formed.
