PROBLEM TO BE SOLVED: To provide a new agent effective in prevention and suppression of skin aging and a whitening agent effective in prevention and suppression of pigmentation such as spots, freckles, and dullness from a viewpoint of the relation between a heparanase and skin aging.SOLUTION: Disclosed is a heparanase activity inhibitor comprising, as an active ingredient, a cyclic carboxamide derivative represented by following general formula (I) or a salt thereof, wherein n is an integer of 1 to 3, Ris a hydrogen atom or a C1-6 hydrocarbon group optionally substituted with a hydroxy group, X is -CH- or a group represented by -N(R)-, and Ris a hydrogen atom or a C1-6 hydrocarbon group optionally substituted with a hydroxy group.【課題】ヘパラナーゼと皮膚老化との関係の観点から新たな皮膚老化の予防、抑制に有効な薬剤や、しみ、そばかす、くすみといった色素沈着の予防、抑制に有効な美白剤を提供する。【解決手段】下記一般式（Ｉ）で示される環状カルボキサミド誘導体（一般式（Ｉ）中、ｎは１～３の整数、Ｒ1は水素原子又は、水酸基で置換されてもよい炭素数１～６の炭化水素基であり、Ｘは－ＣＨ2－又は、－Ｎ（Ｒ2）－で示される基であり、Ｒ2は水素原子又は、水酸基で置換されてもよい炭素数１～６の炭化水素基を意味する。）、又はその塩を活性成分として含んでなるヘパラナーゼ活性阻害剤。【選択図】なし
