PROBLEM TO BE SOLVED: To provide a pharmaceutical composition and a kit for treatment of eye diseases or defects that allow for the delivery of corticosteroids to the eye's surface but does not cause any of the usual side effects associated with topical administration of corticosteroids, and to provide a therapeutic method.SOLUTION: Provided are a medicine cationic emulsion and a kit containing a corticosteroid prodrug such as dexamethasone palmitate, a quaternary ammonium compounds, medium chain triglycerides, and at least one kind of pharmaceutically acceptable carrier, and a therapeutic method performed by topically administering the composition to the eye's surface.【課題】眼の表面へのコルチコステロイドの送達を可能にするがコルチコステロイドの局所投与に伴う通常の副作用をいずれも惹起しない、眼の疾患または異常の治療のための医薬組成物およびキット、治療方法の提供。【解決手段】眼の表面にパルミチン酸デキサメタゾンのようなコルチコステロイドプロドラッグ、第四級アンモニウム化合物、中鎖トリグリセリド、および少なくとも１種類の薬学的に許容可能な担体を含有する医薬陽イオン系乳剤およびキット、および該組成物を眼の表面への局所投与によって行う治療方法。【選択図】なし
