1. A binding system that selectively increases the biological activity of phenolic compounds in the target site, including: a phenolic component containing tannin with a molecular weight in the range of from about 500 Da to about 4000 Da; hydrogen peroxide; where hydrogen peroxide is reversibly bound to tannin with a mass ratio of tannin: peroxide in the range of from about 1: 1000 to about 10: 1; the binding system is biologically activated at the target site having an oxidoreductase enzyme that is expressed in response to tissue damage of the subject ; the phenolic component selectively binds to the target site, while the target site consists of damaged tissue; the binding system does not or essentially does not contain unbound hydrogen peroxide before biological activation at the target site. 2. A binding system that selectively enhances the biological activity of a phenolic compound at a target site, comprising: a phenolic component containing tannin with a molecular weight in the range of from about 500 Da to about 4000 Da; hydrogen peroxide; where hydrogen peroxide is reversibly bound to tannin with a mass ratio of tannin: peroxide in the range of from about 1: 1 to about 1: 50; the binding system is biologically activated at the target site having an oxidoreductase enzyme that is expressed in response to tissue damage to the subject wherein the oxidoreductase enzyme comprises peroxidase or oxidase; the phenolic component selectively binds to the target site, wherein the target site consists of damaged tissue; and, the binding system does not contain or essentially does not contain�1.
