Embodiments of the present invention address the problems of lack of temperature control and of the inability to tightly focus the treatment area when applying anesthesia or analgesia. An embodiment of the invention provides a device for cooling a target area of a cutaneous membrane, a mucous membrane, or tissue of a mucocutaneous zone, the device having an elongated body and a thermally conductive cooling tip. The elongated body has a gripping portion to facilitate handheld manipulation by a user, a proximal end and a distal end. A cooling system is disposed within at least a portion of the elongated body for providing low-temperature cooling of the tip. The tip is disposed on the distal end and is adapted to thermally contact the target area. The tip has a cooling portion configured to physically contact and cool the target area to a temperature ranging from about 5°C to about -90°C to induce anaesthesia or analgesia in the target area.
