PURPOSE: A saltpan construction method and bay salt produced from the same are provided to offer safe bay salt by preventing the inflow of foreign substances, pollutants, and mud while producing the bay salt. CONSTITUTION: A saltpan construction method comprises the following steps: forming a mixed layer(2) in a mud flat(1) by mixing mud with a first material containing a solid phase firming agent； flattening and punching the mixed layer； spraying a second material which contains an inorganic binder using liquid sodium silicate onto the mixed layer； and flattening the mud which is injected with the second material and leaving it to solidify.본 발명은 고로슬래그 미분말, 플라이애쉬(fly ash), 알루미늄재(aluminium ash), 화산재, 및 이들의 조합으로 구성된 군에서 선택된 고체상 고화제를 포함하는 제 1제를 뻘과 혼합한 제 1제와 뻘의 혼합물층을 염전을 제조하고자 하는 갯벌에 형성시키는 뻘과 제 1제의 혼합층 제조단계； 상기 뻘과 제 1제의 혼합층을 평탄하게 하는 제 1 평탄화 단계；상기 뻘과 제 1제의 혼합층을 타공하는 타공 단계；mM2O˙nSiO2˙Al2O3˙xH2O (M=K, Na, 또는 Ca), 물 및 액상 규산소다를 액상 규산소다 중의 Na2O에 대해 10-20 중량%의 진한 황산과 반응시켜 규산나트륨염을 형성시키고 전체 중량의 20-30중량% 물을 가해 규산나트륨염을 용해시키고 추가로 알칼리토금속을 함유하는 염, 산화물 또는 수산화물을 추가로 첨가하여 제조되는 액상 규산소다를 이용한 무기 바인더를 포함하는 제 2제를 상기 타공된 혼합층 상에 분무하여 상기 타공된 공극으로 투입되도록 하는 제 2제 투입 단계； 및 제 2제가 투입된 뻘을 평탄화 한 다음 방치하여 고화시키는 뻘 고화단계를 포함하는, 염전 시공방법, 그 시공방법에 의해 시공된 염전, 및 그 염전에서 제조된 천일염을 제공한다.
