PROBLEM TO BE SOLVED: To provide a flow control device which suppresses the generation of a free flow without making priming work complicated and an infusion circuit using the same.SOLUTION: The infusion circuit having the flow control device 1 for controlling the flow of liquids and a flexible discharging tube 3 for making the fluid flow out of the flow control device 1 pass. The flow control device 1 is equipped with a main body 4 having a flow passage 4c in the inside and a hydrophobic and air-permeable membrane member 8. The main body 4 is equipped with a cylindrical end part which constitutes a part of the flow passage 4c. A through hole 7 which penetrates the side wall is provided on the end part. The end part is inserted into the discharging tube 3, and as a result, the through hole 7 is blocked by the discharging tube 3.
