The present invention provides a laminate for inhibiting plant ethylene reaction and its preparation method. The laminate comprises: at least one layer of high polymer composition and at least one paper substrate, wherein the high polymer composition includes: an agent for inhibiting plant ethylene reaction bonding position, a slightly-soluble or insoluble solvent, and a high polymer or copolymer soluble in the solvent and water. The present invention also provides a method for preparing the paper substrate laminate and a method for inhibiting ethylene reaction in plants.
