This invention concerns a cosmetic or pharmaceutical preparation whose purpose is to up regulate the production of Fibrillin and to repair the fibrillin-rich microfibrillar network. The preparation is applied to skin as a freshly prepared emulsion that can take the form of a cream or lotion. There are two phases that are mixed just prior to use. In its optimal form there is an Aqua Phase that consists of : Aqua (purified water), D-Panthenol, Niacinamide, Lactic acid, Cremaphor PEG40 Hydrated castor oil, Potassium sorbate, Lemon essential oil, and an Oil Phase that consists of : Distilled Wheatgerm oil, Distilled Avocado oil, Lecithin Emulmetik 100, DL-alpha tocopherol, Silicone, Cosmetic grade Calendula oil, Gatuline, Ascorbyl Tetraisopalmitate (Nikkon VC-IP), Vitamin A palmitate (IM/g) oily, Orange oil 5 fold extract, Rose oil cosmetic grade, Coenzyme Q10, Jasmine oil, Lavendar oil, Lutein Esters 20% (trans-lutein 10%).
