PROBLEM TO BE SOLVED: To provide a pharmaceutical and cosmetic compositions that have high stability over time, a low production cost and easy preparation and that are capable of imparting improved skin hydration, or delivering active pharmaceutical ingredients, and to provide methods and devices for preparing the electrolytic alkaline and acid waters that can treat or prevent various skin disorders and pathologies.SOLUTION: There are provided electrolytic acid or alkaline water having an NMR half line width usingO of from about 45 Hz to less than 51 Hz, and an oxidation reduction potential of from -1000 to +200 mV, or from +600 to +1300； a topical composition containing such water, that delivers active pharmaceutical ingredients and treats various skin and mucosa conditions using such water which impart skin hydration； and methods and devices for preparing such water.【課題】長期間の高安定性、低生産コストおよび容易な調製を有し、改善された皮膚の含水量を与え、または活性薬剤成分を輸送できる薬剤組成物および化粧品組成物を提供し、種々の皮膚疾患および皮膚病変を治療し、または予防できる、電解アルカリ性水および電解酸性水の調製方法および装置を提供する。【解決手段】１７Ｏを使用して約４５Ｈｚ～５１Ｈｚ未満のＮＭＲ半値幅、および－１０００～＋２００ｍＶ、または＋６００～＋１３００ｍＶの酸化還元電位を有する電解酸性水もしくは電解アルカリ性水、そうした水を含み、皮膚を湿潤させるそうした水を使用し、薬物を運びおよび種々の皮膚および粘膜条件を治療する局所用組成物、および水を製造するための方法および装置。【選択図】図７
