PROBLEM TO BE SOLVED: To provide a filter that has its constitution simplified, achieves filtration while sectioning a flow passage into a plurality for inside air and outside air or the like, and also facilitates the manufacture, and to provide an air conditioner.SOLUTION: A filter 10 for an air conditioner is arranged straddling an inside air passage and an outside air passage partitioned off and formed in a filter case, and an end plate 13 is fixed to a width end part 11c of a filter base material 11 formed by folding a filter material sheet 12 in a gather shape. The filter base material 11 is provided with a high-ventilation resistance part having higher ventilation resistance than both side parts of the filter material sheet 12 in a gather array direction and at the center part, and the high-ventilation resistance part serves as a partition part 14 between the inside air and outside air.
