- This report seeks to formulate a long-termvision for Haiti's health sector to accelerateprogress toward universal health coverage(UHC), a key objective of the government'sNational Health Policy (Politique Nationalede Santé, PNS)–MSPP (2012). Progress toward this goalhas been hindered by political instability and frequentnatural catastrophes. Most recently, in October 2016,Hurricane Matthew wreaked havoc on Haiti's healthsystem. It has been estimated that at least 1,000 peopledied and 1.4 million Haitians were directly affectedby the hurricane. Such disasters have influenced Haiti'sgovernment and development partners by demandinga short-term focus on acute need priorities. Thisstudy aims to take a step back, assess Haiti's healthfinancing system, and identify critical constraints andopportunities to accelerate progress toward UHCand the health-related United Nations' SustainableDevelopment Goals (SDGs) in the long term. The reportcompiles existing studies and information, and itprovides new analysis of larger data sets, as well ashospital financing data. To our knowledge, it is the firstattempt to assess systematically the health financingsystem in Haiti.
