PROBLEM TO BE SOLVED: To provide a composition for forming a hydrophilic coating film capable of forming a coating film excellent in stain resistance, weather resistance and hot water resistance.SOLUTION: A composition for forming a hydrophilic coating film includes (A) swellable layer silicate, (B) colloidal silica and (C) a crosslinking agent, and a solid content of (A) the swellable layer silicate is 1 to 20 mass%, a solid content of (B) the colloidal silica is 70 to 97 mass% and a solid content of (C) the crosslinking agent is 0.05 to 20 mass% in the total solid content of the composition for forming the hydrophilic coating film.
