A liquid foamable composition having from about 0.5 wt% to about 7 wt% surfactant, which is a cationic surfactant, a nonionic surfactant, and mixtures thereof. The foamable composition includes from about 1% to about 15% by weight fatty alcohol, from about 5% to about 30% by weight skin care active, and water.
