PROBLEM TO BE SOLVED: To provide a plant control monitoring device for editing and monitoring a control logic without integrating any edition monitoring program in an editing device. SOLUTION: The plant control monitoring device is provided with an editing device 1 for editing, compiling, loading, and monitoring a control logic for controlling a plant and a controller 2 for controlling the plant by using the edited logic, which are connected through a communicating means. The editing device 1 is provided with an edition starting program 11 for fetching an editing program 21 from the controller 2 and transmission control processing 14, and the controller 2 is provided with the editing program 21 and a control logic 22 and transmission control processing. The editing program 21 to be executed on the editing device 1 is integrated on the controller 2, and at the time of executing edition, the editing program 21 is fetched from the controller 2 through the communicating means to the editing device 1, and the control logic 13 is edited by using the fetched editing program 12.
