PROBLEM TO BE SOLVED: To provide a driving state estimation device capable of estimating various driving state changes of a driver, and a driving state estimation method.SOLUTION: A driving load estimation unit 15 estimates a work load OP quantitatively indicating a driving operation load of a driver on the basis of driving operation information in the case where the driver operates a manipulator, and traveling state information of a present vehicle. A driver physiological state estimation unit 14 estimates a psychological burden DP quantitatively indicating a psychological burden of the driver on the basis of a physiological state of the driver.
