PROBLEM TO BE SOLVED: To provide a method of manufacturing a flaky zinc oxide powder that can stably manufacture flaky zinc oxide particles excellent in optical characteristics even in the large scale of at least 20 L of a raw material capacity.SOLUTION: The method of manufacturing the flaky zinc oxide powder includes a process in which alkali of 2.0-3.0 of a molar ratio to the zinc salt is added to a mixture including a zinc salt and water as an alkali solution under the agitation condition in which (a) of the following formula (1) becomes at least 0.45 for 30-70 seconds of an adding time.
