PROBLEM TO BE SOLVED: To provide an external pharmaceutical composition that has excellent ameliorating or treating effect on various dermatoses and mucosal diseases caused by air drying, aging, etc., and efficiently ameliorates or treats symptoms as a factor causing the diseases by and a method for increasing barrier recovery effect of the skin and improving recovery effects on various diseases caused by air drying, aging, etc., and itch associated with the diseases.SOLUTION: The external pharmaceutical composition comprises panthenol and/or a panthenol analog and &gamma-oryzanol.
