The present invention relates to a fishing reef combined tetrahedral structure and an arrangement method thereof and, more specifically, relates to the fishing reef combined tetrahedral structure made of concrete to coat an inclined surface to protect a breakwater from a damaging force (external force) by high waves. According to an embodiment of the present invention, the tetrahedral structure comprises: a body portion located on a center and legs portion having four leg members integrally formed on the body portion in a radial direction, wherein the three leg members among the four respectively include spaces therein.
