The apparatus includes a plunger displaceable through the housing, and an actuating mechanism associated with the plunger. The actuating mechanism includes a nut member which is biased to engage with the threaded portion of the plunger. The device has a depressurizing feature wherein the plunger is immediately releasable by simply depressing the control surface to overcome the restoring spring force. Subsequently, the plunger may be translated using a macroscopic movement (i. E.
