PROBLEM TO BE SOLVED: To provide a novel cosmetic preservative composition other than ones appearing in a positive list, and having excellent antibacterial action, and to provide cosmetics made using the composition.SOLUTION: The cosmetic preservative composition is composed of caprylic acid glyceryl and phenylethyl alcohol. The cosmetics includes as a preservative the cosmetic preservative composition.
