PROBLEM TO BE SOLVED: To quickly supply and drain irrigation water in a field.SOLUTION: A structure for improving water supply and water drainage includes: a long groove which is dug from the ground surface and extends in a longitudinal direction a water supply and drain pipe 14 with pores laid at the bottom of the long groove a hydrophobic agent layer 16 formed on the water supply and drain pipe within the long groove a main underdrain 12 which has the plow layer 18 which covers the hydrophobic agent layer an auxiliary underdrain or auxiliary subsoil breaking underdrain 20 which communicates with the hydrophobic agent layer 16 and crosses the main underdrain 12 above the water supply and drain pipe 14 an underground water supply device provided on the upstream side of the water supply and drain pipe 14 and an underground drain device provided on the downstream side of the water supply and drain pipe.
