A method is provided for non-invasively lowering a persons ICP and increasing cerebral perfusion pressure. The method may include the step of actively lowering the persons intrathoracic pressure. Also, the persons effective circulating blood volume is lowered while the persons intrathoracic pressure is lowered to thereby non-invasively reduce venous blood volume in the brain to treat elevated intracranial pressure.
