The present invention relates to a HACCP production device for roughages. Rigid roughages such as domestic rice straw and corn stalk can be cut and crushed at a high speed, and a cutting and crushing length can be freely adjusted within 2-10 cm. When roughages are transferred, a screw conveyor is used. Thus, the generation of dust in a workplace and a loss of roughages during transportation can be fundamentally prevented. When roughages are transferred by a screw conveyor, roughages are softened to be suppler by friction and frictional heat. Also, a roughage temperature during packing can be maintained at 35-40°C suitable to initial fermentation.
