PROBLEM TO BE SOLVED: To provide a phantom suitable for evaluating a PAT device capable of performing measurement by an ultrasonic echo.SOLUTION: In a phantom, a difference in acoustic characteristics between a first target 103 and a base material 102 is smaller than a difference in acoustic characteristics between a second target 104 and the base material, and a difference in optical characteristics between the second target 104 and the base material 102 is smaller than a difference in optical characteristics between the first target 103 and the base material 102.
