Provided is a nonaqueous transparent oil-based composition which does not freeze even if stored at low temperatures (at about 0°C) for a long period of time and has excellent transparency maintaining effect. The nonaqueous transparent oil-based composition does not make the skin greasy when applied thereto, glides smoothly onto the skin, and has refreshing feeling. The nonaqueous transparent oil-based composition is characterized by containing (a) 10.0-30.0% by mass of a silicone oil having a viscosity at 25°C of 20 mPa·s or less, (b) 10.0-30.0% by mass of an ester oil having an IOB of 0.1-0.6 in the organic conceptual diagram, (c) 10.0-25.0% by mass of jojoba oil and (d) 15.0-70.0% by mass of a nonpolar oil and/or a fat or oil other than jojoba oil, said fat or oil being in a liquid state to a viscous liquid state at 25°C.
