PROBLEM TO BE SOLVED: To provide a composition for mucosa where the appearance of the composition is made transparent, continuous cool feeling is obtained, and stimulation due to combination use of a surfactant and a cooling agent is suppressed and a production method thereof.SOLUTION: A composition for mucosa contains (A) 0.005 to 0.2 W/V% of a lipid-soluble active ingredient, (B) 0.01 to 0.5 W/V%, as a nonionic surfactant total amount, of a nonionic surfactant having polyoxyethylene cured castor oil or polyoxyethylene sorbitan fatty acid ester as an essential component, where the mass ratio presented by (A):(B) is 1:0.4 to 7.0, and (C) a cooling agent and comprises nanoemulsion particles which are obtained by adding an oil phase comprising the components (A) and (B) to an aqueous phase at 75 to 90°C followed by stirring and contain the components (A) and (B) as constructional components.
