The present invention provides an image-based plant growth management and control system using a mobile intelligent robot, capable of closely observing the state of a plant and the change of a growth environment. The present invention relates to an image-based unmanned plant growth management and control system comprising a mobile intelligent robot which takes pictures of states of plants located at various places or measures environmental conditions such as temperature, humidity, CO_2 concentration or illuminance by varying the rotation angle, position or height of the mobile intelligent robot; and an observation and control center which remotely controls the movement of the mobile intelligent robot, receives the states of plants and the environmental conditions from the mobile intelligent robot, and analyzes and manages the states of plants and the environment in a plant factory.
