A make-up remover composition suitable for dispensing from a mechanical pump foamer is provided for abundant and long-lasting foam properties on wet skin as well as on dry waxy makeup. The foam remains stable at -5 C. The inventive make-up remover composition also is expected to provide an enhanced moisturizing feeling to the skin after rinsing compared to comparative products.
