PROBLEM TO BE SOLVED: To provide a wearing device for cooling and warming which allows arrangement of a heat storage member to be fitted to various parts desired by a user.SOLUTION: The wearing device for cooling and warming includes: a flexible roughly cylindrical body elastically stretchable at least radially and extending in a longitudinal direction and a flat heat storage member mounted in the roughly cylindrical body and having a dimension configured such that the size in the width direction of the heat storage member is larger than the inner diameter size of a non-stretch part of the roughly cylindrical body.
