The present specification discloses a low-viscosity oil-in-water composition in which a high-content pigment is uniformly dispersed, wherein as an oil-in-water composition comprising an oil phase and an aqueous phase, the oil phase contains a pigment and a fatty acid, and the viscosity of the composition is 16,000 cps or less, wherein the pigment is included in 3 to 30 wt% based on the total weight of the composition. In one aspect, the oil-in-water composition of the present invention contains a pigment in a high content while exhibiting a low level of viscosity.
