PROBLEM TO BE SOLVED: To provide a tool member for oral health care from which a water-soluble agent hardly comes off and which can be manufactured by a simple method, and to provide a tool for oral health care using the tool member.SOLUTION: The tool member for oral health care includes a cured silicone resin having three-dimensional connection holes and the water-soluble agent for oral health care which fills the connection holes and is solid at 20°C. The tool member for oral health care can be obtained by mixing and kneading curable silicone and the water-soluble agent for oral health care which is solid at 20°C and then curing the self-curing silicone.
