A calculation unit (4) carries out a calculation on the basis of received light intensity at the photodetector (34). Since the excitation light can be prevented from entering inside the eye (1) by directing the excitation light at the sclera (11) of the eye (1), safety can be improved. Additionally, by directing the excitation light at the sclera (11) of the eye (1) where there are less impediments that prohibit the excitation light and fluorescence from passing through and carrying out the calculation by receiving the fluorescence from the sclera (11), a stable measurement value can be obtained.
