PROBLEM TO BE SOLVED: To provide a pet toilet sheet and three-dimensional spread pad which prevent offensive odor of pet excrement and have better appearance.SOLUTION: The pet toilet sheet 1 includes: a water impermeable waterproof sheet 31； an absorber 33 that is placed on the placing part 31b of the waterproof sheet 31 and that absorbs urine； a deodorant sheet 35 for covering the absorber 33； and a water permeable cover sheet 32 for covering the deodorant sheet 35. The outer edge part 31a of the waterproof sheet 31 comprises: a urine absorbing sheet 3 which is combined with the cover sheet 32 facing the outer edge part 31a； and a three-dimensional spread pad 2 which is spread on the cover sheet 32 of the urine absorbing sheet 3. The three-dimensional pad 2 has: two water permeable sheets 21, 22 which are piled； and powder type sodium bicarbonate 23 which is provided between the two water permeable sheets 21, 22.
